Creates Article 18 in Chapter 20 of North Carolina General Statutes to regulate fully autonomous vehicles, defining key terms including automated driving systems, dynamic driving tasks, and minimal risk conditions.

Exempts operators of fully autonomous vehicles with engaged automated driving systems from driver's license requirements and allows vehicle registration cards to be stored physically or electronically.

Holds registered vehicle owners responsible for moving violations and parents/guardians responsible for child safety violations; prohibits children under 12 from occupying fully autonomous vehicles in motion without supervision by someone 18 or older.

Requires fully autonomous vehicles to comply with federal motor vehicle safety standards, be capable of achieving minimal risk conditions, carry motor vehicle liability insurance, and be registered as fully autonomous vehicles in North Carolina.

Establishes a Fully Autonomous Vehicle Committee within the Department of Transportation with representatives from state agencies, law enforcement, industry, universities, and local government to meet at least four times yearly and recommend policies on autonomous vehicle deployment.
