Removes statewide restrictions on school opening and closing dates for six specified North Carolina county school systems: Beaufort, Craven, Dare, Hyde, Pamlico, and Washington counties.

Eliminates the requirement that opening dates be no earlier than the Monday closest to August 26 and closing dates be no later than the Friday closest to June 11 for these six school systems.

Eliminates the "good cause" waiver provision that previously allowed the State Board of Education to grant exceptions to opening date requirements based on weather-related closures.

Allows the six specified school systems to determine their own opening and closing dates with greater flexibility beginning with the 2017-2018 school year.

Does not affect year-round schools or schools already operating under modified calendars.
