Repeals the continuing education requirement for used motor vehicle dealers under G.S. 20-288(a1)(2).

Requires the Division of Motor Vehicles to provide notice to licensed motor vehicle dealers within 30 calendar days of adopting or amending any rule or regulation affecting them.

Directs the License and Theft Bureau of the Division of Motor Vehicles to study enforcement of laws governing title transfers by auctioneers and licensed motor vehicle dealers, with findings due to the Joint Legislative Transportation Oversight Committee by December 15, 2017.

Section 2 (notice requirement) becomes effective July 1, 2017; remaining provisions effective upon enactment.
