Requires municipal police agency telecommunicators employed after July 1, 2019 to meet all requirements under G.S. 17E-7 and complete an entry-level telecommunicator course through the agency, the state Commission, or the Association of Public Safety Communications Officials Institute.

Exempts telecommunicators employed on or before March 1, 1998 from entry-level requirements but requires them to be reported to the Commission for certification and maintain ongoing certification requirements.

Adds new subsection (c2) to G.S. 17E-7 establishing training and certification standards specifically for municipal police telecommunicators.

Preserves grandfather status for existing telecommunicators while implementing mandatory training standards for all newly hired municipal police telecommunicators beginning July 1, 2019.
