Extends the "revolving door" cooling-off period from six months to one year for legislators and former legislators before they can register as lobbyists after leaving office.

Extends the cooling-off period from six months to one year for public servants and former public servants before registering as lobbyists after separation from employment.

Extends the cooling-off period from six months to one year for state agency employees before they can lobby the agency that previously employed them.

Maintains existing prohibitions on registered lobbyists serving as treasurers or assistant treasurers for political committees for General Assembly members or Constitutional officers.

Effective date of October 1, 2017.
