Clarifies that local boards of education may acquire school sites within or outside their administrative unit, subject to county commissioners' approval of the amount to be spent for the site.

Requires compliance with G.S. 115C-426(f) regarding county commissioners' authority over site acquisition expenditures.

Maintains existing prohibition on operating schools outside local school administrative unit boundaries, while allowing other school facilities such as repair shops to operate outside boundaries.

Preserves local boards' authority to pursue condemnation proceedings under Chapter 40A of the General Statutes when unable to acquire suitable sites by gift or purchase.

Effective upon enactment.
