Enacts the North Carolina Servicemembers Civil Relief Act to expand and supplement protections under the federal Servicemembers Civil Relief Act for military service members and their dependents.

Allows servicemembers to terminate prepaid entertainment contracts and contracts for telecommunications, internet, television, and satellite radio services without early termination charges when ordered to relocate for at least 90 days of military service.

Requires service providers to refund prepaid fees within 60 days of contract termination and prohibits resubscription charges beyond standard installation or equipment fees.

Establishes civil enforcement authority for the Attorney General and private right of action for servicemembers, with remedies including injunctions, restitution, damages, and civil penalties up to $5,000 per violation.

Requires the North Carolina National Guard to post servicemembers' rights under both state and federal law on its website; becomes effective October 1, 2017 for contracts entered into, renewed, or modified on or after that date.
