Directs the University of North Carolina Board of Governors to adopt a uniform policy by July 1, 2017, granting National Guard service members placed on State active duty an excused absence for the duration of their active duty service.

Requires UNC institutions to allow students on active duty to make up missed tests and coursework, with implementation beginning in the 2017 fall academic term.

Permits students on active duty to continue coursework through online participation when feasible or to receive temporary grades of "incomplete" or "absent from final exam" without academic penalty.

Allows students on active duty to drop courses without penalty if unable to complete them due to active duty status.

Directs the State Board of Community Colleges to adopt identical policies for community college students by July 1, 2017, with implementation beginning in the 2017 fall academic term.
