Adds four key definitions to National Guard reemployment rights law: "benefit of employment," "qualified," "seniority," and "state duty" to clarify statutory protections.

Extends the reemployment application period from 5 days to 14 days for National Guard members whose state duty lasted more than 30 days.

Creates a new "period of recovery" allowing National Guard members hospitalized or convalescing from service-related injuries up to 2 years to apply for reemployment, with Commissioner of Labor authority to extend beyond 2 years upon written request.

Expands rental agreement early termination protections to include Active Guard and Reserve members under Title 10 of the U.S. Code and military technicians, in addition to regular Armed Forces members.

Effective upon passage, with provisions applying to state duty commencing after enactment and lease agreements entered into after enactment.
