Expands early rental termination protections to include Active Guard and Reserve members under 10 U.S.C. § 101 and military technicians under 10 U.S.C. § 10216, in addition to regular Armed Forces members.

Allows military members deployed for 90+ days to terminate rental agreements with 30 days' notice after next rental payment due date or 45 days after landlord receipt, whichever is shorter.

Limits tenant liability upon early termination to prorated rent through effective date plus liquidated damages capped at one month's rent (if less than 6 months tenancy) or one-half month's rent (if 6-9 months tenancy); no damages if terminated 14+ days before occupancy.

Permits immediate family members or estate representatives to terminate rental agreements if a service member dies on active duty, including termination of lease obligations for co-tenant family members.

Effective upon enactment and applies to lease agreements entered into or renewed on or after the date the bill becomes law.
