Changes the appointment method for Group Three trustees (four positions) at Caldwell Community College and Technical Institute from Governor appointment to General Assembly appointment under G.S. 120-121.

Allocates Group Three appointments between legislative chambers: Speaker of the House of Representatives recommends two trustees for terms expiring in 2017, 2019, and every four years thereafter; President Pro Tempore of the Senate recommends two trustees for terms expiring in 2018, 2020, and every four years thereafter.

Requires Speaker and President Pro Tempore to consult with House and Senate members whose districts include counties within the college's administrative area when making recommendations.

Establishes that current board members continue serving through the remainder of their terms, with the new appointment process applying to subsequent vacancies and term expirations.

Applies only to Caldwell Community College and Technical Institute and takes effect upon becoming law.
