Repeals Chapters 88A and 88B of the General Statutes and establishes a new Chapter 86B consolidating the North Carolina Board of Cosmetic Art Examiners and the North Carolina Board of Electrolysis Examiners into a single Board of Cosmetic Art and Electrolysis Examiners.

The merged seven-member board includes cosmetologists, electrologists, teachers, and public members appointed by the General Assembly and Governor, with powers to license and regulate practitioners in cosmetic art, electrolysis, and laser hair removal services.

Establishes licensing requirements and fees for various cosmetic art practitioners (cosmetologists, estheticians, manicurists, natural hair care specialists), electrologists, and laser hair practitioners, along with requirements for schools and shops.

Requires the Board to review licensing fees and fee limitations by March 1, 2018, and report findings to the Joint Legislative Administrative Procedure Oversight Committee regarding potential consolidations and efficiencies.

Effective January 1, 2018, with all existing licenses remaining valid until expiration or revocation; all assets and property of the two separate boards transfer to the new consolidated board.
