H500 - ABC Omnibus Legislation

• Permits ABC permittees to conduct quality control tastings of alcoholic beverages at locations beyond their licensed premises, including retail locations, special one-time permittee premises, and special events where they participate.

• Eliminates the requirement for distiller representatives to be present when destroying damaged or distressed alcoholic beverages by the ABC Commission, bonded warehouses, or local boards.

• Allows mixed beverages tax stamps to be affixed to any vertical portion of spirituous liquor bottles rather than only on original paper labeling.

• Adds sports and entertainment venues (stadiums and ballparks with 3,000+ seating capacity) as eligible locations for on-premises malt beverage, unfortified wine, and mixed beverage permits.

• Increases nonprofit organization fundraising capabilities by raising annual raffle limits from 2 to 4 per year and increasing annual prize limits from $125,000 to $250,000; authorizes reissuance of certain one-time ABC permits with simplified requirements; permits sale of branded merchandise at alcohol tastings.

• Limits supplier ownership interests in wholesaler businesses and restricts suppliers' ability to maintain long-term financial interests through limited partnerships or secured loans.
