House Bill 501 Summary

• Department of Transportation must include surveying information in acquisition plans for right-of-way and easements, including design alignments, control points, property corner markers, and coordinates tied to North Carolina State Plane Coordinate system.

• Establishes comprehensive residue property disposal procedures allowing NCDOT to sell excess property acquired during transportation projects through public sales, negotiated sales, exchanges, or donations based on four property classifications (Class A-D).

• Class A residue property must be disposed of by public sale (sealed bid or auction) with advertising in newspapers, on Department website, or by property signage; bids require Board of Transportation approval.

• Net proceeds from residue property sales go to the State Highway Fund without deduction of state land fund service charges; properties valued under $10,000 require only Department and Board approval, while higher values also need Governor and Council of State approval.

• Increases taxicab liability insurance requirements from $30,000/$60,000/$25,000 to $100,000/$300,000/$50,000 per accident limits and eliminates previous lower limits for operators with 15 or more taxicabs.
