Prohibits local governments and public authorities from appropriating funds from utility or public service enterprise funds to any other fund except the appropriate debt service fund.

Removes the previous exception that allowed counties to transfer excess fund balances from landfill enterprise funds to support other county services.

Eliminates the requirement that other appropriations in a utility fund equal or exceed operating expenses, capital outlay, and debt service before restrictions apply.

Effective July 1, 2017.
