Modifies the appointment process for county boards of elections in Stanly, Davie, and Rowan counties only.

Requires that two of the three board members be appointed from the list of candidates submitted by the political party with the majority of members serving on the county board of commissioners in each county.

Maintains existing requirements that county boards consist of three registered voters of good moral character, with no more than two members from the same political party.

Preserves existing eligibility restrictions prohibiting those holding elective office, political party positions, campaign roles, or those related to candidates from serving on election boards.

Effective upon passage.
