Allows Davidson County Board of Commissioners to delegate authority to the planning board to conduct public hearings and make final decisions on zoning map amendment proposals.

Planning board decisions require majority vote and must include a consistency statement as required by law.

Permits appeals of planning board decisions to the board of commissioners within 15 days, which the board reviews de novo and may assess costs to the appealing party.

Allows zoning amendments without appeal to be placed on the board of commissioners' consent agenda at their next regular meeting.

Board of commissioners retains authority to rescind or modify any delegated powers by ordinance.
