Allows Montgomery County Board of Education to set school opening dates earlier than the Monday closest to August 26, removing the standard statewide requirement for that county only.

Eliminates the requirement that school closing dates be no later than the Friday closest to June 11 for Montgomery County Schools.

Removes waiver and "good cause" provisions that previously allowed early opening dates only under specific circumstances (eight school closures due to weather or emergencies in any four of the last 10 years).

Repeals exemptions for schools operating on modified calendars that had been designated as such during the 2003-2004 school year.

Effective upon enactment, applies beginning with the 2017-2018 school year and applies only to Montgomery County Schools.
