Rescind all prior applications made by the North Carolina General Assembly to Congress to call a constitutional convention under Article V of the U.S. Constitution, regardless of when made or whether they sought limited or unlimited amendments.

Urge legislatures of all other states that have applied for general or limited constitutional conventions to repeal and withdraw their applications.

Direct the Secretary of State to send certified copies of this resolution to all state secretaries of state, state legislative leaders, members of Congress from North Carolina, the U.S. Senate and House clerks, and the U.S. General Services Administration.

Cite concerns from former Supreme Court Justice Arthur J. Goldberg and constitutional scholars that Article V conventions could impose sweeping constitutional changes beyond stated limitations, creating danger to citizens' rights.
