Requires the Department of Transportation to develop and implement a program allowing individuals to apply for roadside memorials honoring immediate family members who died in automobile accidents on North Carolina highways.

Defines memorials as metal signs inscribed with the victim's name, date of birth, and date of death mounted on a pole at a height determined by the Department.

Prohibits memorial erection on roadsides abutting private residential property without written consent from the property owner.

Establishes a $500 application and installation fee per memorial, with any remaining fees transferred quarterly to the Humane Society of the United States for animal rescue operations in North Carolina.

Requires DOT to submit an interim progress report by September 1, 2017, and a final program report by January 1, 2018, to the Joint Legislative Transportation Oversight Committee, with the program becoming effective December 1, 2017.
