Grants counties authority to declare nonresidential buildings or structures within community development target areas as unsafe if they are vacant or abandoned and in dilapidated condition causing blight, disease, or safety hazards.

Allows counties to adopt ordinances expanding unsafe building authority to also cover residential buildings, requiring a public hearing with at least 10 days' notice before adoption.

Permits counties to remove or demolish unsafe buildings and place a lien on the real property for all costs incurred, with proceeds from sale of usable materials credited against removal costs.

Establishes that removal and demolition costs are also a lien against other real property owned by the building owner within the county, except the owner's primary residence, with this additional lien inferior to all prior liens.

Effective upon becoming law on July 12, 2017.
