Requires the Department of Administration to design a new symbol of access for persons with disabilities that depicts a dynamic character leaning forward with movement, replacing the International Symbol of Access.

Mandates all signs in State buildings indicating access for persons with disabilities use the new symbol instead of the International Symbol of Access for signs installed or replaced on or after January 1, 2018.

Modifies G.S. 20-37.5 to define the new "symbol of access" and updates references to handicapped parking symbols on license plates and windshield placards to use the new symbol.

Requires driver's license applicants to recognize both the International Symbol of Access and the new symbol of access during vision tests, effective January 1, 2018.

Allows private property owners to use signs designating handicapped parking spaces that include the symbol of access with different materials and colors, effective January 1, 2018.
