Appropriates $50,000 in recurring General Fund monies to the Department of Public Safety for the 2017-2018 fiscal year to improve the Tarheel Challenge Academy program, including infrastructure, grounds, and temporary staff, to match up to $150,000 in available federal funds.

Allows the Department of Public Safety to use the $50,000 appropriation for program improvements in subsequent fiscal years if federal funds become unavailable.

Appropriates $307,000 in recurring General Fund monies to the Department of Public Safety for the 2017-2018 fiscal year to fund an education contract for the High School Diploma and Credit Recovery program at Tarheel Challenge Academy.

Creates six full-time equivalent teacher positions (three per campus) to support implementation of the High School Diploma and Credit Recovery program, aligning the academy with the National Guard Youth Challenge Program.

Becomes effective July 1, 2017.
