Allows cities or special districts located in more than one county to enter into interlocal agreements with county boards of elections to consolidate administration of municipal elections under a single county.

Requires any interlocal agreement to be approved by the State Board of Elections before implementation and limits agreement duration to a maximum of two years.

Maintains that municipalities and special districts must reimburse the county board of elections for actual costs of election administration.

Modifies G.S. 163-284 to provide an exception to the general requirement that each county board of elections administers all elections within its jurisdiction.
