Requires the Marine Fisheries Commission to act consistently with adopted Fishery Management Plans to the maximum extent practicable when exercising rule-making powers.

Mandates the Commission provide a written statement of basis when rejecting findings and recommendations from advisory committees.

Requires standing advisory committees to meet at least once each calendar quarter, with additional meetings allowed at the call of the Commission Chair.

Requires regional advisory committees to meet at least once each calendar quarter, with additional meetings allowed at the call of the Commission Chair.

Requires the Commission to consult with fishery management plan advisory committees before taking action on any management measure considered in developing a fishery management plan.
