Creates a 10-member Task Force on Early Childhood Education to study governance and management of state early childhood education and development services, including the potential role of a centralized agency.

Task Force composition includes two Senate members, two House members, the Superintendent of Public Instruction or designee, the Secretary of Health and Human Services or designee, and four public members from early childhood organizations appointed by legislative leaders.

Task Force shall study coordination of early care and education services for children birth to eight years old, including data systems, accountability measures, longitudinal evaluation methods, professional development, and integration of special education services.

Task Force members receive per diem, subsistence, and travel allowance; may exercise powers under General Statutes 120-19 and related sections; and may contract for professional and consultant services.

Task Force must submit an interim report by April 1, 2018, and a final report with proposed legislation to the 2019 General Assembly by December 15, 2018.
