Allows Department to waive financial assurance requirements for contaminated site remediation when only annual land-use control reporting or maintenance of durable soil covers are required.

Extends land-use restrictions for petroleum-contaminated properties to include aboveground storage tanks and other petroleum sources, with notice recordation requirements applied accordingly.

Changes mining permits from 10-year renewable terms to life-of-site permits (or life-of-lease for publicly-leased property), eliminates permit renewal process, and establishes annual $400 operating fees for mining operations.

Establishes Coastal Storm Damage Mitigation Fund for beach nourishment and coastal storm damage mitigation projects with required cost-sharing of at least 1:1 non-State to State dollars.

Repeals plastic bag ban provisions and modifies solid waste management authority, limiting local government restrictions on waste disposal to existing debt situations, new debt meeting specific criteria, or existing franchise agreements.

Funds GenX contamination response with $435,000 for water treatment technology research and environmental monitoring in the Cape Fear River region.
