Requires Local Management Entities/Managed Care Organizations (LME/MCOs) to report twice yearly to the Department of Health and Human Services on individuals on the Registry of Unmet Needs for the North Carolina Innovations Waiver and the waiting list for State-funded intellectual and developmental disability services, beginning October 1, 2017.

LME/MCOs must provide detailed information including age, ethnicity, living arrangement, length of time on waiting lists, documented services needed (current and initial), co-occurring mental health or substance abuse needs, primary and secondary disabilities, and county of residence.

LME/MCOs must submit reports to DHHS no later than April 1 and October 1 each year.

DHHS must consolidate all LME/MCO data and submit an annual report to the Joint Legislative Oversight Committee on Medicaid and NC Health Choice and the Fiscal Research Division by January 1, with personally identifiable information removed.

Reporting requirement continues until behavioral health services for Medicaid recipients are no longer excluded from capitated Prepaid Health Plan contracts.
