Authorizes sanitary district boards to impose impact fees for future maintenance and expansion of district work by modifying service charge authority to include charges based on benefits "to be derived" in addition to benefits already derived.

Allows sanitary district service charges and rates to fund "present or future" maintenance, depreciation, and operation of district work, enabling districts to plan for expansion costs.

Applies only to sanitary districts located in counties with a Tier 1 annual ranking as of November 30, 2016, as designated by the North Carolina Department of Commerce.

Becomes effective July 1, 2017.
