Requires coal combustion residuals surface impoundment owners to establish permanent replacement water supplies by October 15, 2018 for households with drinking water wells within one-half mile of the impoundment's compliance boundary or in areas where contamination is expected to migrate.

Preference for permanent water supply is connection to public water supplies, but households may elect to receive a filtration system instead, with the impoundment owner responsible for maintenance.

Requires impoundment owners to submit proposed permanent water supply plans to the Department of Environmental Quality by December 15, 2016, with Department approval or disapproval by January 15, 2017, and resident notification by April 15, 2017.

Directs the Department of Environmental Quality to study hexavalent chromium distribution and levels in groundwater beneath divided neighborhoods on peninsulas surrounded by surface impoundments in counties bordering another state to determine if all households should receive permanent replacement water supplies.

Allows the Department to grant impoundment owners up to one additional year to establish permanent water supplies if infeasible due to local government resource limitations, staffing, or water supply capacity constraints.
