Creates a Physical Therapy Licensure Compact allowing physical therapists and physical therapist assistants licensed in one member state to practice in other member states under a "compact privilege" without obtaining separate state licenses.

Establishes the Physical Therapy Compact Commission with representatives from member states to administer the compact, promulgate uniform rules, maintain a data system of licensee information, and enforce compliance.

Requires member states participating in the compact to implement criminal background checks, use recognized national examinations, maintain continuing competence requirements, and report adverse actions and investigative information to a centralized database.

Provides special provisions for active duty military members and military spouses to designate their home state based on home of record, Permanent Change of Station order, or current duty station for licensure purposes.

Eliminates initial application fees for military-trained applicants and military spouses seeking occupational licenses and requires occupational licensing boards to issue temporary practice permits while applications are pending.
