HB 573 Summary

• Municipalities may petition superior court to appoint a receiver to rehabilitate, demolish, or sell vacant buildings when owners fail to comply with violation orders, effective October 1, 2018.

• Detached and attached residential garages are exempted from energy efficiency code requirements under state building codes, effective October 1, 2018.

• Cities may hold malt beverage or unfortified wine elections if the county voted against such sales, the city has 200+ residents, and the county contains three or more other cities that already allow such sales.

• Well casing and grouting requirements are modified to require 20-foot minimum grouting depth and 50-foot minimum separation distance between wells and septic systems for single-family dwellings.

• Construction and demolition landfills are required to conduct groundwater sampling annually instead of semiannually, and sports/entertainment venues with 3,000+ capacity may display alcohol advertisements inside that are visible from outside.
