Authorizes the Legislative Services Commission to conduct criminal history record checks on current and prospective employees, volunteers, and contractors through the State Bureau of Investigation, with results kept confidential and not public record.

Establishes procedures for the Department of Public Safety to provide criminal history information from State and National Repositories, including fingerprinting and federal background checks through the FBI.

Allows the Department of Public Safety to charge a fee not exceeding actual costs for conducting the criminal record checks.

Creates a Class G felony for knowingly allowing more than four electronic machines or devices within 100 feet of each other on premises owned or controlled by a person, effective December 1, 2017.

Updates G.S. 14-297 to clarify language regarding illegal gaming equipment and allow for forfeiture of electronic machines or devices used in violation of the law.
