Creates exemption from hunting, trapping, and fishing license requirements for members of Indian tribes recognized under North Carolina General Statutes Chapter 71A when hunting, trapping, or fishing on tribal land.

Extends exemption to state residents who are members of state-recognized or federally-recognized Indian tribes for hunting, trapping, or fishing off tribal land, provided they carry proper tribal identification.

Requires exemption holders to comply with all reporting requirements, hunter education requirements under G.S. 113-270.1A, federal migratory waterfowl stamp purchases, and other applicable hunting and fishing regulations.

Exemption does not apply to licenses issued under Articles 14A, 14B, or 25A of Chapter 113.

Becomes effective October 1, 2017.
