Requires sanitary district boards to submit details of capital projects estimated to cost $10,000,000 or more to the Local Government Commission before accepting bids.

Local Government Commission must conduct an economic impact study examining effects on the sanitary district's assets, expenditures, and those of neighboring local government units and public authorities.

Study must include analysis of how capital project expenditures will affect raw water costs in the sanitary district and neighboring areas.

Applies only to sanitary districts in counties with a population of 100,000 or more that have more than one sanitary district within the county boundaries.

Becomes effective upon enactment and authorizes the Local Government Commission to adopt regulations necessary to implement the requirements.
