Modifies pistol permit application requirements by making mental health record disclosure optional for sheriffs rather than mandatory, effective August 1, 2017.

Allows concealed carry permit holders to carry handguns at religious worship facilities located on school property outside school operating hours, and on university and community college campuses, effective December 1, 2017.

Extends concealed carry permit validity from 5 years to 10 years (effective June 30, 2018) and expands the retirement window for qualified former law enforcement officers from 2 to 5 years to obtain permits without background checks.

Permits legislators and legislative employees with concealed carry permits to carry handguns in state legislative buildings and grounds with notice to the Chief of General Assembly Special Police.

Repeals the pistol permit system (G.S. 14-402 through 14-405) effective June 30, 2018, eliminating the requirement to obtain permits before purchasing handguns.
