Directs the Department of Justice and Public Safety to study training for law enforcement officers to identify whether a person is deaf, hard of hearing, has a developmental disability, traumatic brain injury, or mental illness during traffic stops.

Requires the study to examine how officers can better identify when such conditions are affecting a person's ability to comply with officer orders.

Requires the study to examine how to improve officer interactions with people who have these conditions during traffic stops.

Mandates collaboration with the North Carolina Criminal Justice Education and Training Standards Commission and the North Carolina Sheriffs' Education and Training Standards Commission.

Requires the Department of Justice and Public Safety to report findings and legislative recommendations to the Joint Legislative Oversight Committee on Justice and Public Safety by December 1, 2017.
