Creates a Study Committee on the Distribution of Voting Power in Metropolitan Planning Organizations and Rural Transportation Planning Organizations consisting of five House members and five Senate members, with one cochair from each chamber.

Committee shall study how Metropolitan Planning Organizations and Rural Transportation Planning Organizations distribute voting power among their members, including examination of how other states regulate such distributions.

Committee members receive subsistence and travel expenses under G.S. 120-3.1 and may utilize powers under G.S. 120-19 and G.S. 120-19.1 through G.S. 120-19.4 during official duties.

Committee shall report findings and any proposed legislation to the 2018 Regular Session of the 2017 General Assembly and terminates upon filing its final report or when the 2018 Regular Session convenes, whichever occurs first.

Becomes effective upon enactment.
