Creates a Joint Legislative Task Force on Education Finance Reform consisting of 9 Senate members and 9 House members, with one cochair appointed from each chamber by September 1, 2017.

Task Force shall study weighted student formula funding models and develop a new funding model for North Carolina elementary and secondary public schools in consultation with the State Board of Education and Department of Public Instruction.

Task Force must examine the current allotment system, determine base per-student funding amounts, identify student characteristics for weighted funding, and review other funding models including charter schools.

Task Force meetings shall begin no later than October 1, 2017, and the group must submit a final report with proposed legislation to the Joint Legislative Education Oversight Committee by October 1, 2018.

Task Force terminates on October 1, 2018, or upon filing its final report, whichever occurs first; members receive per diem and travel allowances, and legislative staff support is provided.
