Allows local boards of education in Randolph County Schools and Asheboro City Schools to schedule school openings as early as August 1, rather than the previous requirement of no earlier than the Monday closest to August 26.

Permits these school systems to align their opening and closing dates with the academic calendar of community colleges serving their county or city.

Requires first semester examinations to be given before winter break.

Removes previous "good cause" waiver provisions that allowed earlier opening dates only in cases of documented weather or emergency closures in prior years.

Effective beginning with the 2017-2018 school year.
