Direct the North Carolina Medical Care Commission to amend rules governing hospital medical records management to require qualified health information management managers.

Allow medical records managers to be either registered health information administrators (RHIA) or registered health information technicians (RHIT).

Require hospitals without RHIA or RHIT-certified managers to retain a qualified person with those credentials on a part-time or consulting basis.

Apply requirements to all hospitals licensed under Article 5 of Chapter 131E of the General Statutes.

Effective upon becoming law.
