Designates December as Marrow Donation Awareness Month in North Carolina.

Appropriates $26,000 to the Department of Health and Human Services, Division of Public Health for the 2017-2018 fiscal year to publish medically accurate information about bone marrow donation online and raise public awareness.

Appropriates $250,000 to the Department of Health and Human Services, Division of Public Health for the 2017-2018 fiscal year to implement a bone marrow donation pilot program at two sites: Edgecombe County Department of Motor Vehicles and Wake County Department of Motor Vehicles ($125,000 each).

Pilot program designed to encourage North Carolina residents to register with the National Marrow Donor Program's "Be the Match Registry."

Requires Department of Health and Human Services to report on pilot program status by February 1, 2018, and submit final report by May 1, 2020.
