Establishes that marine, estuarine, and wildlife resources belong to the people of North Carolina as a whole, with the Department and Wildlife Resources Commission serving as stewards.

Grants North Carolina citizens a fundamental privilege to hunt, trap, fish, and harvest marine, estuarine, and wildlife resources, subject only to General Assembly acts and agency regulations for conservation and management.

Designates public hunting and fishing as a preferred method of managing and controlling marine, estuarine, and wildlife resources.

Clarifies that the bill does not modify or repeal existing laws regarding trespass or property rights.

Becomes effective October 1, 2017.
