Requires motor vehicle dealers seeking temporary supplemental licenses for off-premises antique and specialty vehicle sales to maintain a $50,000 surety bond from a North Carolina-licensed surety company.

Mandates dealers provide written notice to the local Division office at least 60 days in advance of the specific dates and location for the off-premises sale.

Requires a minimum of three licensed salespersons to be present on site during the off-premises sale and mandates events be advertised as "antique" or "collectors" vehicle sales.

Expands the definition of "specialty motor vehicle" to include vehicles manufactured at least 10 years prior to the current model year with no more than 15,000 units sold in the United States during that model year, in addition to the existing 3-year/5,000-unit threshold.

Adds new operational requirements including displaying a conspicuous dealer identification sign, maintaining motor vehicle sale records, obtaining local government permits, and obtaining written permission from the property owner.
