Department of Health and Human Services must ensure five existing electronic software systems meet nationally accepted interoperability standards for electronic health records by December 31, 2019: NC IRIS, NC-TOPPS, A+KIDS, CSRS, and BEAM.

These systems must be fully interoperable, able to exchange data, and able to interpret shared data according to nationally accepted standards for electronic health records.

Any new electronic software systems acquired by DHHS that contain health data and require input from service providers must meet interoperability standards at the time of purchase and implementation.

Effective upon becoming law.
