Authorizes acquisition and construction of capital improvement projects at University of North Carolina constituent institutions, financed through gifts, grants, self-liquidating debt, hospital receipts, or other non-General Fund sources.

Specifies 13 capital projects totaling approximately $287.5 million across seven UNC institutions, including East Carolina University's stadium renovation ($55M), UNC-Chapel Hill's medical education building ($22.6M), and UNC-Greensboro's Spartan Village Phase II ($50.9M).

Allows Elizabeth City State University to participate in U.S. Department of Agriculture Community Facilities loan programs, notwithstanding state financing limitations.

Authorizes the Board of Governors to issue special obligation bonds up to the specified project costs plus 5% for issuance expenses, with the Director of the Budget able to approve increases or funding method changes.

Became effective upon enactment on July 20, 2017.
