Directs the North Carolina Department of Transportation to develop a program allowing individuals to apply for roadside memorial signs honoring immediate family members killed in service with any branch of the U.S. Armed Forces.

Defines memorials as metal signs inscribed with the service member's name, date of birth, date of death, and branch of Armed Forces served, mounted on a pole with height determined by the Department.

Requires the Department to establish a fee sufficient to cover all costs associated with processing applications, acquiring materials, and installing memorials.

Prohibits erecting memorials on roadsides abutting private residential property without written consent from the property owner.

Requires the Department to submit an interim progress report by September 1, 2017 and a final report with program details and implementation recommendations by January 1, 2018 to the Joint Legislative Transportation Oversight Committee.
