Grants funeral processions the right-of-way at intersections regardless of traffic control signs or signals, except that procession operators must yield to emergency vehicles and law enforcement directives.

Requires funeral establishments to register non-law enforcement lead vehicles with the Division for a $100 fee and provide vehicle descriptions; violations constitute an infraction punishable by a $250 fine.

Provides immunity for funeral directors, funeral establishments, and their employees/agents from liability for death, personal injury, or property damage caused by vehicle operators in funeral processions, except for negligence by the funeral establishment's own employees or contractors.

Clarifies that funeral procession violations do not constitute negligence per se or moving violations for insurance purposes.

Effective December 1, 2017, with registration requirements applying to funeral processions held on or after that date.
