Establishes a Social Services Regional Supervision and Collaboration Working Group to develop recommendations for regional supervision of social services programs and report to the legislature by February 1, 2019.

Requires the Department of Health and Human Services to contract with a third-party organization to develop a comprehensive social services reform plan, including child welfare reform, and create a Social Services System Transparency and Wellness Dashboard for data monitoring and public accountability.

Mandates written agreements between the state and local social services departments specifying performance requirements; establishes corrective action plans for non-compliance and authorizes the state to temporarily assume administrative control of failing departments after failed corrective action periods.

Creates authority for regional social services departments encompassing multiple counties, governed by regional boards of social services, effective March 1, 2019.

Establishes the Child Well-Being Transformation Council to coordinate collaboration among child-serving agencies and includes provisions for drivers license pilot funding, IAFT foster parent employment waivers, expedited foster care licensure (within 3 months), and mandatory CPS observation visits before returning physical custody of children.
