Requires the Department of Health and Human Services to establish a workgroup to examine administrative requirements for mental health, intellectual/developmental disability, and substance use disorder providers and identify ways to eliminate duplication with physical health provider requirements.

Workgroup must include representatives from relevant state divisions, local management entities, providers, and stakeholders and review at least 14 categories of requirements including training, documentation, claims processing, credentialing, facility licensure, and audits.

Workgroup must identify the federal or state source of each requirement examined and provide recommendations on whether each requirement should remain, be eliminated, or be redesigned.

Workgroup shall prioritize consideration of requirements that are not federally mandated, exceed physical health requirements, do not add value to behavioral health services, or cannot be incorporated into electronic health records.

Department must report findings and recommendations to the Joint Legislative Oversight Committee on Health and Human Services, the Joint Legislative Oversight Committee on Medicaid and NC Health Choice, and the Fiscal Research Division by March 31, 2018.
